The Former President's Progressive Alarm Overlooks The Continent's Real Threat: Technological Decline.

Donald Trump's security policy document offers a flawed assessment of the European Union. It claims that open-border policies and what it terms "progressive" policies represent an existential threat to the continent's identity. Yet, this perspective is based on a serious misinterpretation of the situation. The true challenge facing Europe is not cultural but economic and technological lag.

The Stark Economic Gap Between the US and Europe

Statistics paint a sobering picture. Between 2008 and 2023, US GDP grew by 87%, while a paltry 13.5% growth for the European Union. During this time, EU GDP per capita fell from over three-quarters to just half of the US level. Remarkably, even the poorest US state now has a higher per capita income than major EU nations like France and Italy.

Currently, roughly 50% of the global top fifty tech companies are US-based, while only four are European.

The Innovation Shortfall: A Critical Problem

This widening disparity is driven by superior efficiency gains in the US, fueled by breakthroughs and better use of resources. The landscape of global tech leadership is decidedly US-centric. Over the past fifty years, hundreds of American startups have scaled into companies valued at more than ten billion dollars, compared with only fourteen in Europe.

This disparity prompts a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, what is the EU positioned? Experts widely concede it is essentially a two-horse race involving the US and China, with Europe starting at a significant disadvantage.

Root Causes of the Continent's Technological Lag

Several major factors account for this technological divide.

  • Financing Ecosystem: The United States has a much more robust and agile network for financing new ventures. Europe has yet to establish a genuine capital markets union, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hinder Europe. A US startup can launch a product under one regulatory framework to access a market of over 330 million. The European Union, despite a larger population, is split among twenty-seven different national regimes, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was historically viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

In spite of these hurdles, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have begun to advance substantial change. Notable reports on European competitiveness and the internal market point to the need for sweeping reforms.

With the right incentives and regulatory reforms, Europe's strengths could support much higher degrees of commercial innovation.

Europe still possesses significant advantages: skilled human capital, top-tier schools and universities, and world-class research institutions. Alongside a large internal market and high savings rates, these elements could trigger a surge of venture creation.

Crucially, even if Europe does not take the lead in developing cutting-edge technologies, it can still dramatically boost economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now faces a critical moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been steady. But, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in world influence.
